- get_incorporation_guide: Returns the full GVRN incorporation workflow guide (fields, verification flow, review lifecycle). No auth.
- request_email_otp: Sends a 6-digit verification code to the user's email (first step). No auth.
- verify_email_otp: Exchanges the 6-digit code for a short-lived verification token.
- create_incorporation_draft: Starts a new incorporation draft bound to the verified email; returns a draftId.
- update_incorporation_draft: Adds or updates fields on an existing draft.
- submit_incorporation: Submits the draft for corporate-secretarial review (irreversible).
